The Regional Disaster Risk Reduction Management Council provides for the development of policies and plans and the implementation of actions and measures pertaining to all aspects of disaster risk reduction and management, including good governance, risk assessment and early warning, knowledge building and awareness raising, reducing underlying risk factors, and  preparedness for effective response and early recovery.

In the ARMM, the Regional Governor heads the Regional Council as Chairperson; the Regional Secretary of DILG-ARMM as Vice-Chairperson for Preparedness; the Regional Secretary of DOST-ARMM and Chairperson of Regional Human Rights Commission as Vice Chairperson and Co–Vice Chairperson respectively for Mitigation and Prevention; the Regional Secretary of DSWD-ARMM as Vice Chairperson for Response; and the Executive Director of the RPDO as Vice Chairperson for Disaster Rehabilitation and Recovery.

The OCD ARMM  serve as the secretariat of the Regional Council and coordinates with the Autonomous Regional Government, Local Government Units (LGUs) and NDRRMC on programs and activities pertaining to disasters.
